Construit dans un style néoclassique selon les plans de l’éminent architecte pétersbourgeois Veriovkin N. N. en 1916, cet immeuble a été conçé avec une façade qui s’étend sur toute la longueur de la rue Sumskaya. Du côté de la rue Sumskaya, la façade a été prolongé par the creation of a ceremonial court – une cour avec a formal layout – whose axis aligns with the axis of the building located across the street at numéro 20. L’immeuble was equipped with advanced engineering solutions for the beginning of the 20th century, such as elevators, waste disposal systems, and internal drainage systems.
The facade facing the Rymarskaya Street (n° 22) is also designed in a neoclassical style.
Après la révolution de 1917, les habitants furent expulsés et l’immeuble abrita différentes institutions affiliées à l’UVSNH de l’USSR. Il fut alors nommé “Immeuble des trusts”. Plus de mille five hundred Soviet officials worked there until the completion of the State Planning Commission’s building (en 1928), after which these institutions were relocated. The former residence of the “Salamandre” insurance company was then reoccupied, but this time on a room-by-room basis, as its apartments were converted into communal living spaces.
