Another concept designed to relocate people both above and below the water—specifically, into a floating city-isle—is proposed by designer Sarli Sakrum from Malaysia.
This project was showcased and awarded in the "eVolo Skyscraper Competition." The proposed marine skyscraper is a fully self-sufficient complex capable of moving freely across oceanic waters without relying on land.


The electricity needed to sustain its inhabitants will be generated through various alternative sources, such as solar power, water currents, and wind energy—all of which are abundant in the world’s oceans.
Necessary food can be grown in the lower layers of the structure; moreover, this area could also function as a giant farm, similar to Noah’s Ark, where animals could be raised. Various auxiliary facilities, such as air purification systems and water desalination plants, would also be installed.


In its vertical position, the entire structure would be stabilized by a specialized ballast system and elongated, tentacle-like extensions designed to capture the kinetic energy of waves. Alternatively, the tower could be surrounded by a floating stabilization ring that could accommodate beaches as well.
